Can I strip all my information from my iPad and it not effect my iPhone?

Yes. You can fully reset/erase your iPad without impacting other devices.
If you are looking to fully reset the iPad - and setup again from scratch - this is perhaps the easiest and most appropriate procedure:

Otherwise, if your devices are synchronised via iCloud, be aware that manual deletion of data of photos from one device will be synchronised with other devices.
