As we are your fellow end users and not Apple, we can't say what a computer that has yet to ship can or cannot do.

We do know that Target Display Mode (TDM)—now deprecated—only worked when certain 2009-2014 iMacs were connected to a 2019 or older Intel-powered Mac running Catalina OS10.15 or older. Macs with M-series chips cannot do TDM. It's dead tech. No iMac made before late 2009 or after Mid 2014 can receive a video-in signal.
