Did you check, what exactly is filling up the storage space on your iPhone?

Are you using iCloud Photos?

In that case, saving photos to iCloud Photos will not reduce your storage space on the phone significantly.

You may gain some space, if you select to "optimise" the size of the photos on your phone.
