My iPhone keep saying call failed, and can’t received call as wells

Try first to optimize the range of the mobile network, see this Apple article:

If you see No Service or Searching on your iPhone or iPad

Try: SETTINGS >> CELLULAR DATA (turn on if off) >> CELLULAR DATA OPTION >> ENABLE LTE to OFF
