Locked Out iPhone Completely

So I locked out my phone completely and the wifi and cellular data is turned off . I still do not remember my passcode but I remember the one I used before I changed it and locked myself out. When I turn my phone on u cant do anything it says "iPhone Unavailable" and "emergency" under it. "Erase iPhone" is not there. I can only get calls and the numbers are unsaved and I can still charge, turn off/power off my phone., I've tried recovery mode it didn't work. It's been like that since February 6th this year. Am I going to have to buy a new phone? Can I get it fixed? someone please help me
