Can I delete my files on my iphone?

it is my first time using icloud. Can I delete my photos on my phone after I back it up in icloud? Will it not affect my saved photos in icloud if that make sense?

iCloud photos is a syncing service not a backup service. If you delete a photo on your phone it will be deleted from iCloud Photos.

Similarly, if you use Photo Stream and have not yet activated iCloud Photos the linked document advises: When you delete a photo from My Photo Stream on one device, the photo will be removed from Photos and iCloud.
