Safari opening up same two tabs

Safari on my iphone opens up with the same two tabs no matter how many times I close them. It also closes all other open tabs and just displays the two persistent ones. I have tried clearing the history and website data but to no avail. I do not have icloud tabs set up and this iphone is the only Apple device I own. My os is currently ios 15.2.1

In order to help with your Safari tabs, you should first create a backup of your iPhone. Then, update your iOS and test to see if the issue still happens.

Learn to Quit and reopen an app on iPhone .
