Use App Library to search Settings app, see this Apple article:

Organize the Home Screen and App Library on your iPhone

If you have find Settings app, tap on the app (don’t open the app), then drag to the Home screen & drop it.

What happens when you tap on Settings? Do you miss the tab General?
