2021 macbook pro keyboard light does not come up

Yes this is how it works,

you have to log in to recognize your user preferences; in this case your keyboard backlight...

before that no user preferences are recognized.

If you're talking about the backlighting, that's a switchable feature. System Preferences > Keyboard to make changes in brightness.
