podcast connect error message on terms and conditions

I am trying to send a podcast episode via the Apple Podcast Connect process, but at the landing page I can't get past the terms and conditions page. Each time I select that I accept the terms and conditions it says 'There is an error on this page. Try again later' except it hasn't gone away for days. There is clearly an issue. I tried contacting Apple Chat Support, and after 2 phone calls they claimed by Apple ID was fine to be connected to Apple Connect, but then when I got this error, the person on the chat told me it was PC or browser, so I switched to my Apple computer and tried Safari, Chrome and Firefox, all showed the same error message. I cleared history and browsing data......I'm confused. Surely this process shouldn't' be this hard!
