are you using iCloud Photos? (check Settings > [your name] > iCloud > Photos..)

If so, you cannot recover your deleted video that you deleted from Recently Deleted.

If you are not using iCloud photos, then you would need to have an iPhone backup that contains the video and restore from that backup
