If the model's recent enough, use a computer or the Software Update function in Settings.
The iPad 4, third generation iPad mini, first generation iPad Air, and earlier ones aren't capable of 13 or above. If yours is currently on 10.3.4 or 12.4.2 through 12.5.5, it falls into this category.
