Why does iCloud occupy space on my MacBook if it's on a 'cloud'??

Why does iCloud occupy space on my MacBook if it's on a 'cloud'?? I'm confused. I thought the point of the cloud was to store things AWAY from your computer.

iCloud is primarily a syncing service that automatically syncs data with iCloud and your other devices.

You can reduce the amount of storage used on a device by turning on the Optimize Storage option for iCloud Photos (see: Set up and use iCloud Photos - Apple Support ) and/or the Optimize Storage option for iCloud Drive on a Mac at Apple menu > System Preferences > Apple ID > iCloud (in the sidebar) > Optimize Mac Storage.
