Notes won’t come back

My notes were taking up a lot of storage so I thought I’d delete the app and reinstall it (that didn’t help with storage but that’s not the issue). Once I reinstalled it my notes weren’t there. After a few minutes 12 of my 110 showed up. Then after another few minutes 45 showed up but no more showed up after that. I searched the internet to find solutions and one of the was to turn off notes in iCloud and turn them on again. I did this but now no notes will show up! Please help!

Also my notes are in icloud.com but won’t show up in the app.
