cannot change AppStore country

Help me I can’t change my AppStore region because I have balance below 1$ and I can’t spend on anything

iPhone 11, iOS 15

Then -> Change your Apple ID country or region

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
