Why is Safari no longer compatible with so many web sites and online serivces, such as ESRI's ARKgis online, state websites and many others. I have to use Google Chrome or go through extras steps to allow access to these sites.

If you are still using Safari for macOS 10.13 as your profile shows, it's becoming a little outdated. Some websites may require a newer version.
