With tvOS 15.4, users can now log in to captive network portals, by using an iPhone or iPad too.

Most major hotel chains do not allow you to directly connect streaming devices to their network as it takes up a LOT of their bandwidth. The solution is buy a travel router (check Amazon) and set it up at each hotel. You then have your own personal network and can stream.
