Why have the options of "When I Arrive" and "When I Leave" as automations and not allow these to run automatically? Makes zero sense to have these as automatic and no option to even manually even run. Why? Is this a psychological fix persae?

Both the ones I mentioned, never prompts to run. Amazing how Apple has options for something yet can implement the necessary security for it. Trillion dollar business but shoves out stuff that never runs the way customers desire. My last iPhone. Not worth investing money and expecting automations that will never happen

Presumably some automations are viewed by Apple as a potential security risk if allowed to run completely automatically. They are triggered automatically, but will ask you for confirmation before actually running the automation:
Enable or disable a personal automation in Shortcuts on iPhone or iPad

If you would like Apple to be aware of and understand your frustrations, you need to tell them. Writing here will not do it, as we are all users here. To get information to Apple, you need to use their feedback page. Access that here, Feedback - iPhone - Apple
I have that set and it's stupid to have to open shortcuts in order to get an automation to run yet can't automatically due to me having to be asked to answer. Technology within Apple is backwards and Tortoise style for speed means slow but advertising speed in automation demand society
Make sure of the following:
Settings > Shortcuts > Location > While Using the App = Checked
Also there: Precise Location = On

Apple does not review any issues on that site; pointless to comment there too. And if I did (as before), I'll be labeled and start getting issues with my phone (as before on my old ID and phone).
