Sure. It has a message app just like other versions of iOS. Sign into your iMessage account with your AppleID and use the messaging app as you would on any iPad. You’ll be limited to using your iCloud email address as the contact unless you have an iPhone to pair with it to allow the iPad to use the iPhone cellular number.
