Sync to your device, (Settings > Photos) to turn on iCloud photos. Anything in the cloud will then sync to your device.
Deleted photos are retained in the Recently Deleted folder for 30 days unless acted upon earlier. After that time, or if you delete from that folder, the items are irrecoverable.
