As answered earlier , there is no charge for Family Sharing per se, but the organizer does have to have a valid payment method (normally a credit card) active on their account if you wish to share purchased content. Nobody has to actually use the card but you need to understand how that works. You can also turn off purchase sharing and simply use the free components to Family Sharing.
