First, check your Apple Pencil settings (iPadOS15 illustrated):

You’ll note that you can configure your Pencil for drawing only - with page navigation using swipe gestures.

Beyond these settings, other than settings that may be available within individual Apps, the behaviour of the Apple pencil cannot be configured.
