In order to share an Apple Music subscription, you must first setup Family Sharing.

Set up Family Sharing - Apple Support

Family Sharing requires an iPhone, iPad, iPod touch, or Mac.

Then you can get an Apple Music Family subscription.

Just to make sure I have this right - The iTunes application, on Windows PC, allows me to purchase Apple Music Family plan for $14.99 - a service I absolutely have no way to use on a Windows PC, without a separate Apple device, which there is no disclaimer or explanation of?
