iCloud storage full but isn

I can't access my email inbox or photo library because of the message that the iCloud storage is "full" but I already freed up enough space, deleted all the backups and even some apps but the message doesn't change, not on the devices or the iCloud website. I already logged out of my Apple ID profile and back in and it didn't help. The gray area just reads "0 kb" but there's nothing there? I hope I can resolve this issue without buying more space on iCloud because I really don't need it but I would like to have the access to the little data I have left back.
