I just got a new phone and configured with my apple ID, when i go on Photos i only have access to a very small number of pictures from my icloud, from random albums. How to i access all my icloud photos on my new phone? My previous phone i just clicked on photos and they were all there.

Can you double check you are signed into the same apple ID on the new iPhone?
Also make sure iCloud photos is turned on the new iPhone:

if you are signed in with the same apple ID and iCloud photos is turned on, I'm not sure what would be up. I would advice to:
Contact Apple for support and service - Apple Support

It is possible that the photos were not all uploaded to iCloud for some reason.
I would recommend to sign into www.icloud.com to see if the photos are there or not
If they are not there most likely they were never uploaded to iCloud.
If you still have your old phone this is fixable, if you don't there is a high risk you lost the photos.

they are all on icloud. i can see them from 3 other devices. i was wondering if there is a connect to icloud option somewhere on the iphone that i am missing. when i check icloud on the iphone it says i have 170gb of photos but it doesnt show on my photos app

When you open photos and scroll down all the way to the bottom what does it say?
(it should say if it is downloading photos from iCloud or not)
it just says 1,702 photos, 2 videos
my other devices say 16,000 photos, 300 videos
