Cannot connect to SMPT server in Hotmail to send messages

When I try to send an email in the Mail app, it just will not work. I can receive messages fine which are in POP, but sending using the SMPT server just doesn't work,

How can I resolve this issue?

MacBook Air 13″, macOS 10.15

-------

Troubleshooting Outlook and Mail:

Create and Use a New App Password for Outlook:

While in Outlook, Go To:

  1. User Name(Top-Right)
  2. View account (Second Option Down)
  3. Security (third tap in from top-left)
  4. More security options (Far-Right)
  5. App passwords (Third Pane Down)
  6. Create a new app password
  7. Click Done
  8. Use the app password provided for a synchronized app
