My whole family is using my apple id. apple store people recommended this back when we all got iPhone3s. Is it possible to create new apple id's for each family member AND allow sharing of existing apps BUT allow each individual apple id to purchase new apps with their new apple id?

Yes, each family member should have a separate Apple ID, and the apps can have family sharing enabled from your phone. Here is how you set up family sharing:

Set up Family Sharing - Apple Support

On your iPhone, iPad, or iPod touch

Go to Settings.

Tap your name.

Tap Family Sharing, then tap Set Up Your Family.

Follow the onscreen instructions to set up your family and invite your family members.
