Hello ~ Are you saying that the device is activation locked? Are you the original owner? If you bought it second hand and it is activation locked return it to the seller or get them to remove the activation lock. Take a look here:

How exactly would you define "new"?


Troubleshooting a Locked iPad:


What to Do:


If a Perviously-Owned Device:

The person currently signed in to the iPad needs to log themselves out of it. Elsewise, it is useless to your account. Have the Seller go here: What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support. The seller should have known better. So, return it, requesting that they log out of it, and use that post I just provided prior to handing it back in.


If a Newly-Purchased Deivice:

Perhaps this is a Faulty Device?:

How old is this Mac? Note that you have a one-year, out-of-the-box, limited-warranty with this. So, if it is covered under warranty, then see if you can get the screen replaced. Being faulty, it likely would be nothing on you. Ask Apple Support for a new screen.
