I hold and press icon on home page and it does not jiggle

Icons on my home screen do not jiggle

Tap and hold on an icon until the action menu show up, tap on Edit Home Screen from the menu. The icons should then start jiggling.

Or tap and hold on an empty space on the screen for a couple of seconds.
