Call forwarding on my iPhone 8 is stuck. Any suggestions (I've tried turning everything off, of course, but no luck).

when I go from settings into Calls - Call Forwarding -(call forwarding is then displayed) I am met with a whirling circle. I read elsewhere that this is an OS problem. I have very limited technical savy! :)

Call forwarding is a cellular carrier function. Not all carriers offer this feature.
Again, who is your cellular carrier?
Do you have a Call Waiting option under Settings > Phone? Does it behave the same way as Call Forwarding?
Are you using iOS 15.5? You should be.
