add a payment method to a family member

Can't seem to add a payment method to my adult family member's account. Any suggestions?

If you are using Family Sharing, only the organizer's payment method can be used. Buy/redeem Apple Gift cards to the account. Charges will be deducted from the account balance before the organizer's credit card is charged.
