I can't add a transition in between two cutaway clips. It's blocked. Can't drag, nor will the Apple-T do it. Suggestions?

Transitions cannot be added to clips in the upper timeline.

If you put your cursor on the clip you will see fade handles on each side that will let you add a fade in and fade out to the clip. It will look similar to the cross dissolve transition.

Another thing you can do is put your cutaway clips into a new project, in the main timeline.

Then add whatever transition that you want. Then export it out and drag the exported movie into your original project and add it as a cutaway.
