Help my Apple Watch says too many passcode attempts, I’ve tried to hard reset and it won’t do anything but turn off then got to apple sign then back to too many pass code attempts, I just gotten new iPhone 13 pro max so it’s not even paired to this phone idk what to do

From a web browser,sign in to iCloud.com with your Apple ID.
Go to Find iPhone.
Click All Devices at the top of the screen.
Click your Apple Watch.
Click Erase [device]. Select Next until the device is erased.
Click Remove from Account.
Then;
Setup your Watch to a new iPhone
It removed from my iCloud but it still saying too many attempts, idk what is going on with this thing
