If I delete the photos on my iPhone after doing iCloud back up, does it delete them from iCloud too? If not, how would I pull them up once deleted from my phone?

iCloud backups are for disaster recovery, not long term storage. Each backup overwrites the previous backup.

If you back it up, then delete them from your phone, after a few more backups, the backup that contained those photos will no longer exist.
