Your post is off-topic for this thread, but How is it locked?
You cannot update an iPhone 6 higher than iOS version 12.5.5. This is because the iPhone 6 does not have the necessary hardware to run newer iOS version(s) efficiently. You will need a newer model iPhone to use higher iOS versions.

A. Verify Compatibility:
