My software now is iOS 12.5.5 and I can’t update it to iOS 13

That’s because it can’t be updated. All devices hit a point where the hardware can’t run the new software so can no longer be updated.
I can’t update my iPad mini 2 to iOS 13. On software Update said that now 12.5.5 is up to date
