Upgrading to iCloud+ Problem

No matter what I try, I get stuck in an endless loop on trying to pay for iCloud storage upgrade. When I get to "Upgrade to iCloud " button it take me to "payment & shipping." i choose my payment option then hit "done" and it sends me back to "payment & shipping". It never completes the sale so my iCloud storage is upgraded.
