You cannot disable notifications your iCloud storage is full or near full. The system will continue to remind you of that situation until you either delete iCloud content to free up space, or subscribe for additional storage.

iCloud is a collection of services and when storage gets full, those services cannot function. So backups fail or become corrupted, iCloud email cannot send nor receive emails, changes to contacts or notes don’t complete and so forth. So the reminders never stop until you either rectify the full storage situation, or stop using all iCloud services.
