Can you still receive messages on Apple Watch without activating cellular?
Can you buy an Apple Watch with gps & cellular & wait to contact your phone provider to add cellular & still get & receive email/messages?

Yes you can,a cellular watch will function as a GPS only watch until or if you decide to add a cellular plan;
