How can I get my data back ? Other than iCloud ?

Do you have a backup you can restore from? Restoring from a backup erases all data currently on your device. Any data newer then when the backup was made will be erased. A restore is an all or nothing restore. You can't access a backup to see the contents and only restore certain files.

No.

Backups happen (only) if the device is set up back up to iCloud (and is either 5G or connected to Wi-Fi), or if the user backs up to a local Mac or Windows computer. Backing up to iCloud can and variously does requires buying more storage, too.

Apple encourages backups, but does not force them. From the set-up article:
