My iCloud is full. I don't want to purchase more space. I also back up my iPhone to my Mac, which then gets backed up to a physical hard drive. When I go to iCloud to delete things, like photos or iMovie data, it says it will also delete them from my iPhone. I just want to stop backing some things up to iCloud, but don't want to lose them from my phone or local hard drive. How do I do this?

To do that you would need to stop syncing with iCloud. iCloud is primarily a synchronization service, not offline storage. Anything in your device is also in the cloud; deleting in one place deletes everywhere
I keep getting messages saying that iCloud is full and the only option it gives me is to purchase more space. I don't want to spend more money on iCloud and I also don't want to lose everything on my phone by turning syncing off. Can I turn the annoying messages off? Can I stop syncing to iCloud altogether but keep what itsge, I lose everything on my phone or get subjected to annoying messages forever.
You’re between a rock and a hard place. You can’t get rid of the messages, and you can’t turn off syncing. The only option is to rent more iCloud space. What is your data worth?
You can’t. iCloud is a syncing service; anything that you add or delete on any device logged in to iCloud will be added or deleted on all devices synced to iCloud.
