According to Apple's site: Restore your iPhone, iPad or iPod touch from a backup – Apple Support (UK)

You have to delete all your data before doing an iCloud restore.

Are you able to do the restore, then import data from Android? If your android data is held in a google account, could you add that account to your iPhone and sync it that way?

Restoring an iPhone from a backup means wiping it first. See Restore your iPhone, iPad, or iPod touch from a backup - If you already set up your device, you need to erase all of its content before you can use these steps to restore from your backup.

If you are moving from Android to iPhone Apple recommends the procedure in Move from Android to iPhone, iPad, or iPod touch.
