Can you import data from android and then also restore an iCloud backup on top?

You have to delete all your data before doing an iCloud restore.

Are you able to do the restore, then import data from Android? If your android data is held in a google account, could you add that account to your iPhone and sync it that way?

To reiterate, when you restore your iPhone anything on it will be erased. The last step in your listed process will erase anything you have done beforehand.
