I would i like to know if its possible to charge iphone while it's off , because every time i plug in my phone to charge it ( while it's off ) it turns back on and how do I know if it’s charging

You can plug it in and then turn it off to keep it off during charging.
When charging, the battery icon will show an lightning bolt through it:
When turned off entirely, there is no way to know if it is charging until you turn it on.
There is however no need to turn off the iPhone to charge it.
