Can unused iPhone that says locked by owner be unlocked without passcode

Sounds like the iPhone is in Activation Lock. The iPhone will need to be unlocked by the original owner using his/her Apple ID and Password. The phone is useless until this occurs.

If not Activation Lock, what kind of lock is displayed on the iPhone? Are you the original owner who set up the iPhone?
