Hello!

You should be able to make calls by default if you have a cellular provider/plan linked to your phone. If you need help setting up a cellular plan to make phone calls go to Set up cellular service on iPhone - Apple Support. If you do have a cellular plan enabled though, try switching on and off the "Cellular Data" button in the iPhone settings. Also, check your connection to see the signal strength, as the lower the number of bars = less connection range to your carriers network which could mean calls may not go through due to the poor connection. If you cannot receive calls it could be because you have "silence unknown callers" enabled. To turn this feature off follow the below instructions:

  1. From a Home screen on your Apple® iPhone®, tap Settings Icon.
  2. If unavailable, swipe left to access the App Library.
  3. Tap Phone.
  4. Tap the Silence Unknown Callers switch on the Off Switch.

If you cannot make calls or receive calls still, It could be a problem with your SIM Card or carriers service itself in which case you would most likely need to get in touch with your primary carrier. As a final resort, you could also try erasing your iPhone to factory defaults by following the article - Restore your iPhone, iPad, or iPod to factory settings - Apple Support , though, again, if the problem is with call connection, quality, and/or service, you would still most likely need to get in contact with your cell provider to fully resolve the issue. Hopefully this helps!
