When purchase sharing is turned off, you can continue to share subscriptions like Apple TV+ and Apple Arcade."-> Add a family member to your subscriptions from Apple - Apple Support

If you turn on purchase sharing, that's when the Organizer will be billed for items purchased by family members if the member does not have sufficient personal balance to pay for the item themself.
