Phone number already in use with another account

are you replacing the old phone number with the new one at the Apple ID page? Manage your Apple account

After you sign in with your Apple ID and password, check all phone number fields to make sure the new number isn't listed anywhere else.

If you are still not able to add your phone number, I'd recommend that you Contact Apple for help with Apple ID account security

Call the number for your location, and let them know what's happening.

Do you use / have multiple Apple ID?

You can only link a phone number to one Apple ID.

To verify your Apple ID details:

Sign in to your Apple ID account page and edit / update your Apple ID details.

Your Apple ID is the personal account you use with all Apple products and services. It includes the email address and password you use to sign in, as well as the contact, payment, and security details that you use with Apple.

You can’t merge multiple Apple ID accounts.
