I sent my iPad for repair, but it said that my iPad cannot repaired so they replace it. My question is are the replacement of my iPad is refurbished?

It doesn't matter as they are indistinguishable.
Whether it’s new or refurbished is at Apple’s discretion per the terms of the warranty.
In most instances, an iPad replaced under warranty or an active AppleCare+ plan, will be a reconditioned device of the same model and specification.
aa yes i forgot to tell that my iPad is under warranty. I just bought it on July 2022.
Warranty or not, Apple reserve the right to replace with a refurbished iPad…
