I share my location with a friend and they share their location with me. Currently theirs shows location not found in my friends list.
If they stopped sharing their location, I thought that meant they disappeared out of my friends list?

It means, simply, that they cannot be found by the Find My app at that point in time.

Yes, regardless of their cellular connection type, it would still be possible for them to stop sharing their location with you.
