M1 mba stuck in reinstalling Monterey

need some help on reinstalling the Monterey on M1 mba. I bought this second hand, (Previous owner used Monterey's "erase all content and settings" before giving it to me).

I started with reinstalling macos Monterey option, it will run for an hour or so, then reboot, then go directly to the Options without need to hold down the power key, then if i continue, will show the 4 options again, if I choose the reinstall macos Monterrey, then ran for an hour, reboot and back to Options. stuck in this loop for several times and cant progress.
